The chapter describes the point of the book, which is, primarily, not to provide yet another guide to how to run society but how to DECIDE how to run society. Essentially, the book builds the philosophical and ethical case for Democracy. Not Democracy as it is currently understood, but the original full blooded Athenian invention where "We The People" really were supreme.
Obviously we have one or two "issues" with the Athenian definition of "We The People" (like the exclusion of "Slaves" and Women) and we're not keen on simple majoritarianism. The intelligent and - we would argue - necessary revived version of Democracy will seek Consensus rather than simple majorities.
